SEC // 01 General rules
The baseline for everyone in the city. These exist so the experience stays fair and fun — not to catch you out.
GEN-01 Know the rules
By playing here, you're responsible for knowing what's on this page. "I didn't know" isn't a defence. Rules evolve as the city does — keep an eye on announcements and change logs.
GEN-02 Common sense applies
Not every situation can be written down. Before you act, ask yourself:
- Is this realistic (enough)?
- Is it fair on everyone involved?
- Does it create roleplay worth having?
Loophole-hunting counts as rule-breaking. The intent of a rule matters as much as its wording.
GEN-03 Roleplay comes first
Always finish the scene. If something goes wrong mid-scenario: stay in character, keep the story moving, clip the evidence, and talk to staff afterwards. Arguing in-game or breaking character kills the scene for everyone.
GEN-04 No rule-playing
Don't use the rulebook as a weapon mid-scene.
- No "you can't do that, it's against the rules" in character
- No refusing to continue because you think someone slipped up
- No threatening reports during a scene
GEN-05 Put in the effort
We're semi-serious — laughs are welcome, low effort isn't. Avoid playing purely to win or purely to grind money, ignoring story consequences, or treating the city like GTA Online with extra steps.
GEN-06 Look after new players
Everyone starts somewhere. Help newer members learn instead of punishing mistakes. Targeting or exploiting inexperienced players will end badly — for you.
GEN-07 Microphone required
A working mic with clear audio and minimal background noise is required. Voice changers are fine if they fit your character and stay understandable.
GEN-08 Leaving doesn't wipe the slate
Leaving and returning doesn't remove bans, warnings, investigations or character consequences. Fresh starts are at staff discretion.
GEN-09 Reports & evidence
Reports are for genuine issues. Include player info if known, a clear explanation, and evidence where possible. No revenge reports, no reporting because you lost, no mass-report campaigns.
GEN-10 Staff decisions
Staff can act on anything that harms the server, even if it isn't spelled out here. Decisions weigh context, intent, severity and history. Disagree? Use the appeal process — not the town square.
GEN-11 Zero tolerance Instant removal
- Cheating or exploiting
- Ban evasion
- Doxxing
- Serious harassment or threats towards community members
GEN-12 Stay out of scenes that aren't yours
If a scene has nothing to do with your character, keep out of it. No rolling up on someone else's traffic stop, robbery or storyline because it looked interesting. If your character has a genuine, established reason to be involved — fine. Curiosity isn't one.
GEN-13 Compensation requests
Lost gear, money or a vehicle to a bug, crash or rule break? You can request compensation — with conditions:
- A clip is required. No clip, no comp — no exceptions.
- Must be submitted within 24 hours of it happening.
SEC // 02 Community rules
How we treat each other — in the city, in Discord, everywhere the Blacklist name travels.
COM-01 Respect is the floor
Banter is part of the culture; hate isn't. No racism, sexism, homophobia or discrimination of any kind — in character or out. There's no "it was my character" defence for hate speech.
COM-02 Keep OOC out of IC
Out-of-character beef stays out of the city. Don't carry Discord arguments into scenes or use roleplay to settle personal grudges.
COM-03 No advertising
Don't advertise other servers or communities here — in-game, in Discord, or in DMs to our members.
COM-04 Sensitive RP has hard limits
Some lines don't move, semi-serious or not.
- No sexual/erotic RP — ever, in any form
- No RP involving suicide or sexual assault
- Torture or extreme dark RP requires OOC consent from everyone involved before the scene
SEC // 03 Character rules
Who you can be, and what your characters can and can't share.
CHR-01 Value your life (NVL)
Your character wants to live. When outnumbered, outgunned or at genuine risk, act like it. Mouthing off with three rifles pointed at you isn't brave — it's bad RP.
CHR-02 No metagaming
Information your character didn't learn in the city doesn't exist. That includes Discord calls, streams, or your mate on the sofa. If you didn't see it or hear it in character, you don't know it.
CHR-03 No powergaming
Don't force outcomes on other players or roleplay things that are mechanically or realistically impossible. Give people a chance to respond — RP is a conversation, not a monologue.
CHR-04 Keep characters separate
Your characters don't know each other, don't share money, assets or information, and can't be used to benefit one another.
CHR-05 New life rule (NLR)
If your character dies and is not revived, they forget the events leading to their death and can't return to the scene or seek revenge for it.
CHR-06 In-city comms only
While in the city, communication happens through in-city means — radios, phones, face to face. Sitting in a Discord call with your crew while playing is metagaming with extra steps. If the radio crackles, that's part of the story.
SEC // 04 Combat rules
Violence should be a chapter of the story, not the whole book.
CBT-01 No RDM / VDM High severity
Killing or running people over without meaningful roleplay and initiation is off the table. Every shot fired should have a story behind it.
CBT-02 Initiation must be clear
The other party needs a fair chance to understand and respond before violence starts. "Hands up or die" screamed from a moving car at 100mph doesn't count.
CBT-03 No combat logging High severity
Disconnecting to avoid death, arrest, robbery or any active scene is a serious offence. Crash? Rejoin and message the other party or staff immediately.
CBT-04 Fear takes over at gunpoint
Held at gunpoint at close range with no realistic escape? Comply. Pulling a gun while one is already aimed at your head is not a plan, it's a respawn.
CBT-05 No cop baiting
Deliberately provoking police for a chase or gunfight without any story behind it — ramming cruisers, shooting near officers "for fun", parading stolen cars past the PD — is low-effort and bannable. Give the police RP, not target practice.
CBT-06 Safe zones
No criminal activity in designated safe zones: the hospital, police station lobby, and new-player spawn area. No robbing, no initiating, no camping people who've just loaded in.
Staff-run events are green zones unless the event itself says otherwise. Save the initiation for after the car meet.
CBT-07 Downed players
What you can and can't do to someone who's down:
- Stage 1 (injured): can be robbed — but you cannot kill them afterwards. If they bleed out because nobody came to help, that's on them, not you.
- Stage 2 (fully out): cannot be robbed at all. They're unconscious, not a loot crate.
SEC // 05 Criminal rules
Crime pays here — if you do it properly.
CRM-01 Robbery with a reason — no pocket wiping
Robberies need roleplay before, during and after. Take what makes sense for the story — emptying someone's entire pockets is banned. No chain-robbing the same person and no robbing new players at spawn.
CRM-02 Hostages & kidnapping — one hour max
Hostage situations must involve genuine roleplay with the hostage — no using friends as fake hostages for heist bonuses. You can hold someone for a maximum of one hour. When the hour is up, release them — unless the scene genuinely needs more time and everyone involved is on board with continuing.
CRM-03 Group sizes
Hard caps apply to how many people you bring to criminal activity:
- Whitelisted gangs: minimum 4, maximum 8 members
- Non-whitelisted / civilian groups: maximum 4
Bringing twelve people to rob a corner shop isn't ambitious, it's zerging.
CRM-04 Scamming has a ceiling
In-character scams are part of the criminal world — but there are limits. No scamming involving houses, businesses or high-value vehicles, and no scams targeting brand-new players. A hustle is RP; wiping out someone's entire progress isn't.
CRM-05 Wars need a story
Gang and group conflicts must be built on sustained roleplay — escalation, motive, history. No declaring "war" as an excuse to shoot a group on sight, and no endless conflicts that exist purely for gunfights.
CRM-06 No big heists before the storm
No major heists within 30 minutes of the storm (server restart) — banks, jewellery, anything that pulls half the PD. Starting a big job you know can't finish isn't a heist, it's a hit-and-run on everyone's time. ATMs and shop robberies are fine right up to the storm.
CRM-07 No terror RP Prohibited
Terrorism roleplay is banned outright — bomb threats, mass-casualty attacks, attacks on crowds, anything in that territory. No exceptions, no "storyline" justification.
SEC // 06 Vehicle rules
Drive like the car is real. Ish.
VEH-01 Realistic(ish) driving
We're not asking you to indicate at every junction — but no launching off Mount Chiliad in a Sultan and driving away, no swimming cars, no using vehicles as guided missiles.
VEH-02 Crashes have consequences
A serious crash should be roleplayed — injuries, a shaken driver, a wrecked car. Ploughing into a wall at 140 and driving off like nothing happened breaks the scene.
VEH-03 Chase conduct
A chase is a scene — see it through properly.
- No driving into the sea or off cliffs purely to kill the pursuit
- No hiding in your own garage, business or property mid-chase (see BUS-03)
- No logging out, swapping characters or sitting in the pause menu to escape
- If the storm hits mid-chase, the scene pauses - once storm has finished, it can either resume or end - but both parties must agree
SEC // 07 Police & EMS rules
Emergency services keep the city alive. Standards are higher here.
EMS-01 Active medical scenes are protected
EMS can be robbed, taken hostage or drawn into criminal storylines like anyone else — but never during an active medical scene. While a medic is treating, reviving or transporting a patient, they are off-limits. Interfering with an active treatment is a serious offence.
EMS-02 Police play fair
Officers are held to the highest RP standard: proportional force, proper procedure, and no using police tools or information to benefit criminal characters.
EMS-03 Corruption needs approval
Corrupt police or EMS storylines can create brilliant RP — but they affect the whole city, so they require staff approval before they start. Freelance corruption is a whitelist-removal offence.
EMS-04 Stealing EMS vehicles
EMS vehicles can be stolen — with a proper roleplay reason behind it (escaping a scene, part of a storyline, a genuine in-character need). Nicking an ambulance because it was parked there and looked fun is not a reason.
EMS-05 Robbing police & EMS — what you can take
When robbing emergency services, the equipment rules are hard limits:
- Police — can take: cuffs, radio, bodycam, baton, ammo
- Police — cannot take: firearms. Ever.
- EMS — cannot take: any medical equipment. Rob the person, not the kit that keeps the city alive.
EMS-06 Kidnapping police
Taking an officer hostage requires a genuine storyline behind it — not "we needed a cop for the bank" — and at least 1 other officer must remain on duty to respond. The one-hour hostage cap (CRM-02) applies.
SEC // 08 Business rules
Running something in the city is a privilege with responsibilities attached.
BUS-01 Businesses must operate
Owning a business means running it — opening hours, staff, actual roleplay. Businesses left dormant may be reclaimed by the city.
BUS-02 No exploiting business systems
Price manipulation exploits, society fund abuse, or hiring alts to farm payouts will cost you the business — and possibly your place in the city.
BUS-03 Your business is not a panic room
Hiding inside your business to dodge consequences is not allowed. If you start beef and run to your business, expect to be camped, breached and dealt with — the walls don't reset the story. Businesses are part of the city, not a safe zone from it.
SEC // 09 Economy rules
The economy is hand-balanced. Don't be the reason we have to rebalance it.
ECO-01 No exploiting Instant removal
Found a money exploit, dupe or unintended mechanic? Report it and be rewarded. Abuse it and be removed — with your gains wiped.
ECO-02 No real-money trading
Buying or selling in-city money, items or assets for real currency is banned in all forms.
ECO-03 Transfers need a story
Large transfers of cash or assets between players should have genuine roleplay behind them — not "here's £2m because we're mates".
ECO-04 No AFK farming or macros
Money and items come from playing, not from a rubber band on your controller. AFK grinding, macros or automation of any kind will get your gains wiped and your account flagged.
SEC // 10 Content creator rules
Streaming the city? Brilliant. A few extras apply.
CC-01 Stream sniping is metagaming
Using someone's stream to locate, target or gain information on them is metagaming — and treated as such. Creators are encouraged to use a delay.
CC-02 Represent the city well
Content made in Blacklist reflects on Blacklist. Rule-breaking "for content" is still rule-breaking, and clips are still evidence.
